Overview: VA submits budget requests on expanding clinics and Congress okays them. Turns out, VA then spends way more money than they requested. This is not one incident or twice or three times, this is ongoing and repeated.
Why does this keep happening?
For a number of reasons -- C.I. covers them in the snapshot below -- but they include the fact that VA doesn't really prepare a true accounting.
Bill Johnson is the Chair of the Subcommittee and he held up a stack of papers several inches thick (I believe he said it was four inches thick).
You know what that budget proposal was for?
The new MLK memorial. Something smaller and less complex than a medical clinic has everything detailed in its notes the way VA should be doing. But they don't.
The memorial had specs and the costs of everything broken down. VA doesn't do that.
If the American people are asked to make cuts this year due to the budget, they're not going to tolerate the VA's refusal to play by the rules. Nor should they.
